In a dystopian Neo-Tokyo, corruption and violence plague the city after a world war triggered by Tokyo's destruction. A young man named Tetsuo develops powerful psychic abilities, putting him at the center of a government conspiracy to control his powers. As Tetsuo's abilities grow stronger, he becomes increasingly unstable, threatening the fragile balance between order and chaos in Neo-Tokyo.
